If you don't want to hire a car I'd recommend doing a day tour, they're good value and it's a great way to visit most of the sights and get an overview of the island. As mentioned above we hired bikes next to International Dateline Hotel on Vuna Road, but there may be other options now. It sounds like you've booked a good accommodation option for surfing and snorkelling. We also really enjoyed snorkelling at Pangaimotu Island (a cheap day trip option, especially popular on Sunday). Free activities include going to church on a Sunday and visiting the Talamahu market in town. Billfish Bar/Restaurant is laid back and good value, although I'd check their day time hours if you wanted lunch, if you've got a bike to get there even better. The cafes at the wharf (near Billfish) are also likely to be a bit cheaper than those in town. I also really liked Little Italy for a lunch time pizza. Have an awesome trip.
